T.O.E. is the ONLY authorized Crate Engine rebuilder for Stockton 99 Speedway. Engines are not to be disassembled by anyone but (T.O.E.).

Introduction:

1. All parts with identification numbers removed or covered will be considered illegal. It is ultimately the obligation of each participant to insure that his or her conduct and equipment comply with all applicable NASCAR rules and regulations. No expressed or implied warranty of safety shall result from publications of or compliance with these rules. They are intended as a

guide for the conduct of the sport and are in no way a guarantee against injury or death to participants, spectators or others.

2. These rules are subject to revision and/or amendment as needed in addition to the interpretation of NASCAR officials.

Eligibility:

You must be 16 years old. All drivers, owners and mechanics must be registered members of NASCAR and in good standing. The NASCAR Premier license is the appropriate license for the Western Late Model.

Policy Statements:

1. Any modifications not covered in these rules will not be allowed unless approved by Speedway officials.

2. Equipment will not be considered legal simply because it went

Through inspection unobserved or because a rule has not been written against it.

3. Cars are subject to inspection at any time.

4. Officials reserve the right to confiscate and hold any parts and/or equipment not conforming to the rules.

5. Officials reserve the right to judge and decide, to establish what constitutes a legal part of a car.

 

General Safety:

1. Collapsible steering columns are mandatory.

2. Crew and driver must be able to communicate with the driver at all times be means of radios. Radios are Mandatory, and one spotter per car mandatory to compete in competition.

3. A quick-release seat belt no less than three-inch wide is Mandatory. A shoulder harness and additional anti-submarine (crotch) belt is also mandatory. All belts and straps must pass track Techs' visual inspection. Belts cannot exceed three years from date of manufacture. 6 point belt system recommended

4. Seat belt and shoulder harness must be securely bolted to the frame of the car or through plates installed in the floor section with aircraft quality bolts not less than 3/8" in diameter then attached to the roll cage.

5. Seats must be securely fastened to the frame of the car, or through plates installed in the floor.

6. A NASCAR approved ribbed type nylon screen in the left side drivers' window is mandatory. No mesh screens allowed. Installation must be in such a manner that the screen pivots downward when the latch mechanism at the top of the screen is released. Window screen installation must be inspected and approved by track officials.

7. Battery must be located behind the firewall behind the driver. Must be securely mounted with an angle iron frame on top and bottom in front of left rear wheel. (ONE battery ONLY)

8. Mufflers required with a 95 or less D.B.A reading at 100 feet. Mufflers must be secured properly to the racecar.

9. Two independent throttle return springs required in opposite directions.

10. Transmission oil coolers, if used, must be located outside the drivers' compartment.

11. No car will be permitted to compete until it is registered with NASCAR and inspected.

12. Hutchinson or Hans Device is Mandatory.

13. Battery disconnects mandatory within reach of driver.

Helmets:

1. 2000 Snell Memorial Foundation certification sticker mandatory. No "M" sticker helmet allowed.

2. Any helmet with the inside identification labels (sticker) defaced, obliterated or removed will not be approved-Helmets showing wear or abuse such as chipping or cracking will not be allowed.

3. Painted helmets will be closely inspected, as paint can weaken the outer

polycarbonate shell of some helmets.

4. A Nomex helmet skirt is recommended.

5. A full-face type helmet with Lexan face shields is also recommended.

Driver Uniform and fire Control:

1. A Nomex-type or equivalent fire resistant uniform is mandatory.

2. Safety goggles required, if helmet without Lexan face shield is used.

3. Uniforms must be kept clean and in good repair. Solid, worn, patched or poorly fitting uniforms will not be allowed.

4. All cars must have an approved operational fire extinguisher system mounted within reach of the driver. On-board fire system is mandaorty.

5. Fire extinguisher system must be mounted in an approved mounting rack.

6. Fire extinguishers - A on board fire system with two nozzles, one in engine and one in fuel cell compartment will be mandatory.

7. Racing Gloves mandatory.

Eligible Car Models:

1. Any stock factory U.S. production model—1964 or newer front clips. No trucks front clips.

2. Minimum wheelbase is 105".

3. Engines may be interchanged. Subject to tech approval!

4. Crate engines will maintain weight of 2900 and 58% left side weight.

 

Wheels and Tires:

1. Any steel wheel will be permitted up to eight-inches wide, measured inside bead. Center of wheel must be reinforced. Half-inch studs mandatory, 9/16" suggested.

2. See specific tire rules.

3. No re-grooving, butting, grinding and/or cutting on any area of racing tires allowed.

4. Wheel offset must be the same on either side. Left side can differ from right, however tread width cannot exceed 78-inches, (one-quarter inch tolerance on tread width will be allowed) when measured at First lip of wheel at spindle height.

5. Bleeders will be permitted.

6. Suitable wheel tethers mandatory.

Frames:

1. The front clip must remain stock. Notching for fuel pump, exhaust manifolds and oil pans allowed per official approval.

2. Rear fabricated clips must be constructed with 2" X 3" X .95 minimum wall thickness box tubing. No round tubing allowed.

3. Straight rail cars allowed, subject to tech approval.

4. All cars except straight rail frames will have no more than 58% left side weight; Straight rail frame cars will maintain no more than 56% No tolerance.

5. Post race tech, Only water can be added in the radiator, fuel to the fuel cell, or oil to the motor to meet minimum weight requirements.

6. All drivers will have their hands on the steering wheel while setting in their seat in its proper position. Whit helmet in lap. (During weighing and checking height of the car.)

 

Suspension:

1. A. One shock absorber per wheel is permitted. Shock mounts maybe moved to allow for weight jacks in front suspension. Only STEEL TWIN TUBE – NON EXTERNAL ADJUSTIABLE SHOCKS allowed. No coil over shocks allowed.

B. QA1- Steel twin tube 50 SERIES will be allowed.

C. Shocks that are in questioned must have Official’s approval before they will be allowed on any car.

D. No MONO-TUBE shocks will be allowed. Note: All bilstein shocks are Mono-tube.

E. All shocks must contain their OEM internal parts

2. No coil over eliminators.

3. Upper A-frames may be an after market type. You may change the upper control arm mount to accommodate control arms. Lower Control arms must be equal length. They may be cut and boxed for clearance, or frame may be notched and plated for clearance. Lower control arms must remain in stock location.

4. Minimum ground clearance is four-inches at frame rail before the race, with driver. Including frame, and weight boxes before qualifying All-mains.

5. No traction bars. Stock torsion bars allowed if stock for the year of the car. No devices permitted for shifting weight inside driver’s compartment.

6. Leaf spring cars must retain springs in stock location, and use blocks or adjustable shackles in rear of springs. Weight Jacks for leaf springs are allowed.

7. All added weight must be in block form and bolted in a safe manner per official's approval. Added weight must also, be painted white and clearly marked with the car number. No block will be less than five pounds. Violation of this rule will result in penalties at the discretion of the Chief Steward.

8. Lower trailing arm mounts may be moved to accommodate after market-trailing arms. Length not to exceed 30-inches from Heim joint to Heim joint. If after market trailing arms are used, they must be the same on both sides. No spring, hydraulic, or air adjustable trailing arms allowed.

Note: This also includes no rubber absorbing bushing too.

9. Third links tube only. No spring or rubber loaded third link is allowed. No spring loaded pan-hard or J-Bar is allowed.

10. Springs mounted on the rear end housing must be front or rear mounted no offset.

11. Lower trailing arm, pan hard J-Bar, or third link may not be smaller than 3/4-inch in diameter.

12. After market tie rods and heim joints will be allowed.

13. Stock or after market OEM style spindles only. All spindles must be cast Iron or magnetic steel.

14. Steering Box must remain in stock location. No Rack and Pinion steering.

SWAY BAR:

HOLLOW OR SOLID BARS ALLOWED.

Sway bars may be moved to allow tie rod clearance, but must remain in stock location. "Three piece sway bars will be allowed"

 

Drive Train:

1. Any American manufactured passenger car rear end will be acceptable. Floater rear ends are allowed, Quick Change rear ends are allowed, but must have spur gears. All rear ends must have magnetic components. 0 to 1/4 cambered rear ends allowed.

2. All type transmissions allowed.They must have a working forward and reverse gear.Automatic transmissions may use a converter or coupler.

3. All cars must have four-wheel brakes (Disc or Drum) in good working order. No three wheel brakes allowed. Brake adjustable components will be allowed in driver compartment. Any style brake calipers will be allowed up to four piston brake calipers.

4. Brake calipers for all spindles must mount in stock location.

5. All drive shafts must be steel magnetic and painted white. No aluminum drive shafts.

6. All cars must be equipped with two drive shaft safety hoops, subject to Tech

Approval.

 

 

Transmission Claim:

1. Drivers wishing to make a transmission claim must drive his car immediately after the feature under its own power directly to the tech area that the division tech designates. Only drivers and crew chief and officials allowed in tech area.

2. All claims must be made to the Nascar Official within the five minutes after the end of the main event. Claiming is restricted to main event only.

3. Transmissions claim can only be made by driver finishing the main event on the lead lap, be in the top ten in points and be deemed legal. All main event cars are claimable and must report to the tech area. The first person to the official in the tech area with the cash gets the transmission swap. If you don’t give up your transmission when it is claimed, you will lose all points earned that night, be fine $500.00.Note: You lose the right to make a claim for the rest of the season.

4. A11 working parts from the back of engine block to transmissions tail shaft will be subject to a $1500.00 claim and swap at conclusion of the event.

5. No drivers may make a claim of another car that has the same registered owner.

6. No driver may make more than one transmission claim in one racing season.

7. Any drivers letting pit crew or owners get involved in any way during a claim

is subject to a fine, penalty or disqualification or all of the proceeding.

Clutch and Flywheel:

1. One-quarter inch minimum steel plate must be used for scatter shield from back of bell housing or blow proof CAE type bell housing for cars with manual transmission.

2. Approved rubber shield or blanket is permissible (subject to Tech approval).

3. SFI shield or blanket mandatory for automatic transmissions.

Bodies and Bumpers:

Note: Down force body will not be allowed. Short track high performance body will be allowed. Offset Bodies will be allowed.

1. Bodies must remain in O.E.M. from factory specs, No flaring of body parts and No window performance advantage devise will be allowed. Front and rear bumpers must have steel brackets. A special bumper to protect the radiator may be no wider than the frame horns with no sharp edges. Keep in mind, this particular bumper is not supposed to be a battering ram. Its role is to protect the radiator. Tube type bumpers made out of roll bar tubing will be allowed. Front and rear bumpers and brackets should be reinforced. Use two-inch angle

channel iron and .090" roll bar tubing behind stock bumpers. A brace may be welded between the frame horns. No other bracing will be allowed between the frame and bumper. Loose or dragging bumpers will be cause for a black flag.

2. All replacement body panels must be from the same year, make and model. Front firewall may be altered or fabricated to accommodate headers and exhaust system. The exhaust pipe must come past the rear of the driver seat and dump in front of the rear end, either down or our the right side door. Must be flush with the body panel and supported.

3. The windshield must be a minimum of 1/8 -inch thick lexan and have a minimum of three metal straps or braces 1/8-inch by one-inch installed inside the windshield. The straps must be bolted to the roof panel or roll bar at the top and installed between the windshield and straps.

The straps must be installed in a manner, which will not obstruct the vision of the driver.

4. Cars can have one mirror—either a 2" X 17" in the center of windshield or one side mirror mounted inside cars bodylines.

5. All body panels including hood, trunk, etc. must be in place on the car at all times. Hood must have a safety chain or pin lock. All openings through firewall must be closed.

6. A steel rear firewall is required between the driver's compartment and the fuel cell. Stock floorboard may be altered. Driver cockpit must be sealed with sheet metal no aluminum interior. Aluminum crush panels permitted.

7. Fenders may be trimmed to clear tires. Sharp edges must be rolled back so they will not cut tires. Bodies must be flat with the outside of tires.

8. Hoods must be flat and ABC approved. No reverse cowl induction hoods allowed.

9. An adjustable rear spoiler may be 70-90 degree angle’s, and must be 6 inch in height and 60 inch in total length and will be measured from base of the rear bumper cover. It must be attached to the trailing edge of trunk lid only, no side air dams. It will be required that the top 3 1/2inch of the spoiler be 1/4inch flat CLEAR polycarbonate. Spoiler supports will be allowed with a maximum of six spoiler supports.

10. All cars will be required to pass a rear deck height and roof height. Refer to five-star for measurements,(D),(H),(K),(M) that will be inspected with driver out of car.

Roll Cages:

1. All cars must have a four-point roll cage (diagram, last page).The roll bar must form a hoop running the width of the car (inside) mounted behind the drivers seat. The roll bar must be installed as close to the top sheet metal as possible. Another brace must run side- to side between the roll bar uprights. Side roll bars are compulsory and must extend into the door panels (minimum of three on each side),with six additional vertical supports per side equally spaced (refer to diagram).Roll bar material must be one-and-three quarter-inches outside diameter,.090-inch thickness. All welded joints must have a gusset of minimum 1/8-inch thick steel. No conduit, thin wall tubing or cast iron pipe fittings permitted. All driver area bars must be padded; All roll bar installations are Subject to approval of track officials.

Note: All cars must have full right side door bars. No X style will be allowed for competition. See diagram on last page.

2. A loop must be installed extending from the forward roll cage uprights to a point no further forward than the front of the frame horns for the purpose of supporting the top of the radiator. Loop must be of the same material and dimensions as the roll cage. It may be attached to the frame by no more than three upright bars per side. Fender brackets made of one-inch diagonal

tubing (two per side) may be welded to the loop. Outer ends of these brackets must be capped with a flat plate not to exceed 2" X 3" X W for the purpose of mounting fenders only. No other plates, bars, gussets, etc. allowed on front of the car.

3. It is mandatory for the driver’s side to have a one-eighth-inch steel plate covering door bars to frame rail.

Radiator:

l. No Antifreeze.

2. Radiator catch must be mounted in the right front of engine compartment with a hose pointed at the right front of windshield.

Identification:

1. Cars must use numbers assigned by Stockton 99 Speedway with a "WL" designation in 8-inch letter or "Western Late Model" across top of windshield.

2. To pre-register car contact track office for number availability.

3. Door numbers must be minimum of 18 inches excluding borders and silhouettes with a minimum 4 inch width, and readable from the passenger side.

4. Roof numbers must be minimum of 24 inches excluding borders and silhouettes with a minimum 4 inch width and readable from the passenger side.

5. Numbers must also be placed on the right side in both the tail light and head light area 4inch minimum.

6. A one-inch contrasting border or outline recommended on all roof and door

Numbers.

7. Foil or reflective numbers are not allowed. Car numbers must be kept in neat

appearing condition.

 

Fuel:

1. All GM crate motors will be required to run SUNCO GTX 260.

2. All Dodge Spec Motors will be required to run SUNCO 110 ONLY.

3. ALL FUEL MUST BE BOUGHT AT THE TRACK OR APPROVED VENDER.

4. Fuel cells with rollover valves are mandatory, Soft Cells recommended. Cells can be placed no lower than ten inches from ground level. Cells must be equipped with a drag loop extending below the bottom of the cell. All cells must be cross-strapped solid (no plumbers tape). No snap-open gas caps allowed. Fuel cell containers must be constructed of not less than 22-gauge steel.

5. Fuel pump must be stock style mounted in stock location. No electrical fuel pumps allowed; or pressure fuel systems of any kind. No glass fuel filter bowls allowed. All fuel lines in cockpit area must be encased in one-inch rigid steel tubing; or high-pressure fuel line and Fuel shut off valve will be Mandatory must be in drivers reach; mounted on right side driver’s cockpit.

No electric or electronic devices on or near Fuel Cell.

 

 

Air Cleaner:

1. Air Cleaners are required, (maximum 4" X 17") and cannot be removed during practice or competition.

2. Only a round dry type paper air filter element permitted. K & N air filters are not permitted.

3. All air shall be filtered through the element. Only round metal air filter housing is permitted.

4. The top and bottom of the air filter housing must be solid and must be the same diameter.

5. It is permissible to ENCLOSE the front area of the air filter housing up to a maximum of One-half of the air filter circumference. It can be no higher than the height of the air filter element.

6. NOTHING IS TO BE ATTACHED TO THE AIR CLEANER.

7. Absolutely no enclosed Cold Air Cowl Induction pressure boxes of any kind.

8. It is allowable for a 20 inch by 2-inch cutout at rear edge of hood or behind hood.

9. All air filters will be impounded before qualifying.

 

Ignition:

1. All M.S.D. ignition boxes and coils must be mounted in upper right side of dash. All wires leading from the TACH, M.S.D. BOX, and DISTRIBUTOR WIRES must be out reach in driver’s cockpit. Note: All wires must be incased in heat shielded wrap so no wires are exposed.

2. Cars must have Distributor mounted in stock location. One ignition coil only, Two ignition boxes allowed. No pick-up sensors allowed on any part of the car, or engine. No other devises that map rpm’s or torque curves will be allowed.

3. GM ZZ4 will have a 6600 rev limiter.

4. MOPAR will have a 5900 rev limiter.

5. FORD to be announced

 

CARBURETOR:

1. All crate engines are required to run a four barrel 650 cfm Holley carburetor 0-80541-1 or a Barry Grant 650 CFM prior to the Demon. NO Versions of Demon carburetor will be allowed. CARBURETOR MAY NOT BE MODIFIED IN ANY WAY.

EXCEPT FOR JETS, AIR BLEEDS, SQUIRTERS, PUMP CAMS, POWER VALVES.

2. CARBURETOR SPACER: 1in. SPACER ONLY, 4 HOLE OR OPEN. ANY MATERIAL.

GM ZZ4 FAST BURN Motor, Mopar, and FORD Motor Rules:

1. Mopar: Engine is a 400hp-crate engine (part #5007958) this motor is sealed from factory at varies points to prevent tampering with.

2. GM: Engine is a 355 C.I.D.(part #88958604) this motor is sealed from factory at varies points to prevent tampering with. ( www.crateenginedepot.com/store/circle-track-crate-engine-350400-88958604-p26c2.aspx )

3. Ford: No crate engine is available at this time.

4. Engine Location: Engine must be centered between frame rails (with one

Inch tolerance). Engine setback is allowed with number one plug, being no further back than plus or minus one inch from the center of the upper ball joint (two inches for ford). Motors may not sit lower than 11 inches from center of crankshafts to the ground.

5. Owners & drivers are responsible for the engine seals to be kept intact. Note: If you or a crew member are caught/suspected of tampering with or attempting to reproduce the bolts seals on the Crate Engines you will face a 30 days suspension, loss of points and a heavy fine. Your name will be turned over to the GM Corporation legal experts for other actions. These bolt seals are copyrighted and patented.

6. All New OR OLD Crate engines must be sent to T.O.E. performance for inspection at no cost to the racer and to be sealed before they are installed in your racecars. Engines must be sent as a fully dressed engine. This includes all accessories (alternator, power steering pump, water pump, all pulleys & belts) mounted for a race ready engine. Any motor that malfunction will be impounded and be sent to T.O.E. by Chief Steward to be analyzed for its malfunction.

7. T.O.E. is the ONLY authorized Crate Engine rebuilder for Stockton 99 Speedway. Engines are not to be disassembled by anyone but (T.O.E.). Valve springs, retainers and keepers may be changed only with factory specified parts.

8. STOCKTON 99 SPEEDWAY OFFICIALS WILL HAVE THE RIGHT TO IMPOUND AN ENGINE IF THEY FEEL THAT IT DOES NOT MEET THE REQUIEMENTS SET FORTH IN THE MANUFACUERS SPEC. If motor is illegal the driver or owner will be responsible for $750.00 tech fee & be responsible for all cost associated with bringing engine to factory spec.

9. All factory sealed crate motor’s will be evaluate for performance power. If we see there is advantage over another manufacture, we will add weight to the car or place a restricter plate under the carburetor.

Protest:

All engines competing at Stockton 99 Speedway in 2006 will be potentially subject to competitor protest.

1. Cost of protest is $ 1500.00

A. Money must be paid to a track official within 5 min of the ending of the Western Late Models main event.

B. Engine will be removed by the protested car’s crew.

C. Engine will be impounded by Nascar.

D. Engine will then be sent to T.O.E.

2. If engine is legal

A. T.O.E. will receive $750.00 for the cost of teching the engine.

B. Remaining $500.00 will be given to the protested car’s owner.

C. Remaining $250.00 will go to cover cost of Official’s shipping & freight.

3. If engine is Illegal

A. Protested car owner will pay T.O.E. $750.00 for teching.

B. Owner will be responsible for all costs associated with bringing engine to legal status. (Labor, Parts, etc.)

C. Protester will receive full $1500.00 protest fee reimbursement.

4. Track Penalty

A. Any competitor caught cheating will pay a fine of maximum of purse.

B. Loss of points at discretion of Chief Steward.

5. Disciplinary Actions

A. All penalties and cost related to the protest will be paid within 15 days of notifications of the inspection results.

B. Engine will not be returned to protested competitor until all fees have been paid.

C. Car and Driver will not be allowed to compete at Stockton 99 Speedway until all fees have been paid.

D. Any engine with unpaid penalties and fee for a period of 60 days will become the property of Stockton 99 Speedway.

E. The engine will then be sold to pay the unpaid penalties and fees, and the competitors and car will not be allowed to participate at Stockton 99 Speedway for the balance of the season including open shows.

F. Any competitor caught cheating for a second time will not be allowed to compete at Stockton 99 Speedway for the remainder of the 2006 season. (Includes Car and Driver)

G. Engine will be impounded for the remainder of the season to ensure it doesn’t get installed in another car.

H. All penalties and Tech fees will apply to the engine.

I. Any competitor rejecting established protest guidelines will not be allowed to compete for the remainder of the season and will be subject to a $1000.00 fine to his involvement in the 2006 Season.

J. Prior to competing in the 2006, the competitor engine must have a full tech inspection.

Brodix Engine Rules:

General Introduction:

1. No Brezinski or any other similar copy heads allowed. Flat tappet or regular hydraulic cams only. No mushroom or roller type cams allowed. No roller style Lifters. No gear or belt drives allowed. Roller rocker arms are allowed. No modifications, grinding or polishing of heads allowed, however gasket matching up to one-half-inch maximum is allowed.

CARBURETOR:

1. Holly 4412.two (2) barrel 500 cfm 2300 hp series carburetor rework guidelines are listed in sections A & B.

A. Choke hardware and related machining provisions maybe deleted for smother airflow.

B. Sizes of throttle bore, venturi, and booster diameter must not be changed or modified. They must comply and be fully consistent with the technical gauging tools of Nascar Officials.

Note: Alterations are in judgement of the track officials, that are made to allow additional air to be picked up below the opening of the Venturi such as altered gaskets. Base plates-and drilling holes into the carburetor WILL NOT BE PERMITTED.

Carburetor Spacer: 1 inch spacer of any material allowed.

Spec Heads:

1.The specified Aluminum Head will be Brodix: SPCH Stockton for Chevy, SPFO Stockton for Ford, SPMO Stockton for Mopar.

2.Crank Shaft will have a minimum weight: 45lbs for GM and MOPAR) 35LBS for Ford.

3. Maximum compression 10 to 1 & 360 CID.

4. Maximum Valve size is 2.080-intake/1.600 exhausts. Steel springs only. No port work, machining, grinding or polishing will be allowed on Head. Valve jobs are limited to cast iron seats only. This Head is CNC machined and ported with the name "spec" cast into floor and roof of the intake runner, also into the roof of the exhaust port, and cast on the outside of the Head. Any alterations to the Spec Heads will be grounds for disqualification and the Heads being confiscated by NASCAR Technical Inspector. Heads may be impounded anytime by NASCAR Officials and be checked for legality. Water plumbed to spec head is allowed.

5. Intake manifold for spec heads may be gasket matched on intake runner one half-inch maximum from gasket surface.

6. Spec Head cars will be weight factored to equalize competition (see car weights).

Cast Iron vortex Heads:

Vortex heads will be allowed, but must follow general rules.

 

 

Brodix & Vortex Car Weights:

1. 3100 lbs. total weight & 56% left side weight.

2. Brodix & Vortex will be required to run rev. chip of 7,500 rpm.

Fuel Rules: SUNCO 110 only.
